In early 2008, the Government of Sri Lanka placed increased limitations on the number of transport vehicles allowed into Vanni.  By late 2008, these restrictions cause a food insecurity crisis that is compounded by the cessation of farming due to the massive displacement of Tamils from agricultural land in the Vanni.  For the vehicles that were allowed to enter, the Sri Lankan Ministry of Defence would delay or deny entry to convoys delivering food and supplies.
